What Florida permit offices reject in energy calcs and Manual J.

Most energy-calc rejections in Florida are paperwork, not physics: a missing signature on the front or display page, a calc merged into the plan set, a file name the portal refuses, a missing legal description, or outdated forms. The rest are sizing: equipment over 1.15 times the load, safety factors, or nominal AHRI capacities used for selection.

Signatures and copies

Signatures are the most common miss, and each office words the rule differently. Port St. Lucie wants the energy forms completed and signed on both the front page and the display page.2 Charlotte County wants two sets signed by the preparer and by the owner or agent.3 St. Johns County wants two sets plus one extra copy of the signature page, including Manual J and D.4 Pasco's additions sheet asks for an additional front sheet signed by the preparer and the owner or agent.5

Behind all of these sits the code's certification rule: the owner, the owner's architect or another legally designated agent certifies compliance before the permit is issued.6

Electronic plan rooms reject files for reasons that have nothing to do with the calc. Polk County requires supporting documents such as energy calcs to be uploaded as separate PDFs, not combined with plan sheets.7 Cape Coral caps each PDF at 50 MB, limits names to 50 characters with no spaces or special characters, refuses scans and ZIP files, and wants resubmittals under the original file name.8 Manatee's Digital Plan Room checks digital signatures on plans and calculations, while exempting the Energy Conservation Form itself.9

North Port requires the legal description on both the energy calculation form and the Manual J.10 Port St. Lucie's application asks for living, non-living and total square footage, which reviewers compare against the energy form.2 Pasco's additions sheet still cites R402-2017 and R405-2017 forms, a reminder to confirm which edition a county expects before submitting.5

The equipment rules are explicit: total cooling capacity between the calculated load and 1.15 times it, latent capacity not below the latent load, selection from expanded performance data rather than the AHRI nominal rating, and no safety factors or allowances for future expansion.1 A calc whose equipment page shows a nominal 4-ton unit against a 2.9-ton load is the textbook sizing rejection, because the reviewer can cite R403.7.1.1 directly.

Some failures come at the end. Charlotte County won't take final-inspection requests until a blower-door report, signed by the tester, has been reviewed.3 The code caps leakage at 7 ACH50 in climate zones 1 and 2, and requires mechanical ventilation below 3 ACH50.1 The builder must also certify an EPL display card before the certificate of occupancy.1

Questions

3 answers · What is the most common reason a Florida energy calc is rejected?

What is the most common reason a Florida energy calc is rejected?

In the checklists we've read, missing or incomplete signatures: Port St. Lucie wants the front and display pages signed, Charlotte wants preparer and owner signatures on two sets, and St. Johns wants an extra signature page. Check your county's copy and signature rule before you upload.

Will a county reject a Manual J with a safety factor?

It can. Florida's energy code says it does not allow designer safety factors, provisions for future expansion or other factors that affect equipment sizing. A Manual J showing an added percentage, or equipment selected from the nominal AHRI rating, gives the reviewer a code section to cite.

Do you fix energy calcs that were rejected elsewhere?

We prepare a new calc from your plans at the standard price, then handle any plan-review comments on that design free. If the rejection was a sizing issue, we'll show the corrected Manual S selection so the equipment and the calc agree when the inspector compares them.
